It Uses webkit CSS transforms to render on the GPU for smooth performance and works great in desktop and mobile Safari or Chrome. Offline too. Framer can be seen as an alternative to Flash or Quartz Composer. It’s targeted at designers that can do basic javascript, up until experienced interface programmers.
